SUMMARY
The Behavioral Health Manager is responsible for coordinating and supporting mental health care for our participants and partner communities and for coordinating referrals for clinically indicated services. The Behavioral Health Manager may provide evidence-based treatments or work with other mental health providers when such treatment is indicated. The Behavioral Health Manager will work with adults; children; families; special needs children; and those suffering severe trauma such as sexual, physical, and emotional abuse.
The Behavioral Health Manager creates and revises programs and develops policies and guidelines to ensure seamless program delivery, quality control, data collection, and evaluation.
The Behavioral Health Manager will facilitate workshops for California Tribal TANF Partnership (CTTP) participants and community members to address and support their issues and begin the healing process. The Behavioral Health Manager will train staff to recognize and assist participants with mental and behavioral health issues.
The Behavioral Health Manager will supervise the Substance Use Disorder Coordinator(s).
ESSENTIAL DUTIES & RESPONSIBILITIES
- The essential functions include, but are not limited to the following:
- Plan, organize, and control all activities of the Mental and Behavioral Health program to serve program participants and partner community members.
- Develop department policies, procedures, goals, objectives, and systems.
- Participate in diagnosis and treatment planning. Complete intakes, treatment plans, and group or individual services as needed.
- Provide evidence-based treatment modalities or work with other mental health providers when such treatment is indicated.
- Facilitate and co-facilitate individual, family, and group counseling sessions according to individualized treatment plans and in accordance with professional standards.
- Perform individual crisis intervention counseling.
- Facilitate referrals for mental and behavioral health treatment.
- Facilitate patient engagement and proactive follow-up of treatment response.
- Maintain patient records in regards to all levels of treatment and activities.
- Plan, coordinate and implement workshops for participants and partner community members.
- Train non-licensed CTTP staff to recognize and assist participants with mental and behavioral health issues.
- Supervise Substance Use Disorder Coordinator(s).
- Carry out supervisory responsibilities in accordance with the organization’s policies and procedures and any applicable laws. Assign and direct work and appraise performance.
- Review and approve time sheets and leave requests for the Mental and Behavioral Health program staff.
- Reward and discipline employees, address complaints, and resolve problems.
- Establish priorities, make assignments, provide guidance, and review the work of personnel within the Mental and Behavioral Health program.
- Manage and monitor work performance, including recommending final decisions on hiring and disciplinary actions, evaluating program work objectives and effectiveness, and realigning work and staffing assignments, as needed.
- Review all Personnel Action Requests and Human Resource forms for the Mental and Behavioral Health program staff.
- Review and approve check requests and purchase orders for the Mental and Behavioral Health programs.
- Monitor the effectiveness and results of the programming and plan adjustments.
- Research evidence based and best practice programs in order to improve current CTTP programs.
- Inform CTTP site staff of program adjustments and train staff when necessary.
- Interpret and explain complex rules, regulations, policy directives, and programs to CTTP Site Office personnel.
- Attend and/or present at appropriate conferences and workshops to represent CTTP.
- Participate in Executive Team meetings and attend other meetings as required.
- Maintain close communication with the CTTP Executive Team and collaborate with other CTTP staff regularly.
- Collect data and prepare clear, concise, and accurate records and reports.
- Perform other duties as assigned.
KNOWLEDGE & SKILL REQUIREMENTS
- Master’s degree in Psychology, Counseling, Social Work, or other related field or from an accredited college.
- Three (3) years post-licensing in mental health counseling preferred. Reasonable substitution of experience and education may be allowed in related mental health field.
- Full California licensure required: Licensed Professional Clinical Counselor (LPCC), Licensed Clinical Social Worker (LCSW), or Licensed Marriage and Family Therapist (LMFT).
- Two years’ experience in management or supervision preferred.
- Current California driver’s license.
- Experience with both adolescents and adults preferred.
- Experience with assessment and treatment planning for common mental health or substance use disorders.
- Experience with evidence-based counseling techniques.
- Working knowledge of evidence-based psychosocial treatments and brief behavioral interventions for common mental health disorders, when appropriate (e.g. motivational interviewing, problem-solving treatment, behavioral activation).
- Experience in providing counseling services to ethnically-diverse children, youth, adults, and families who are experiencing poverty preferred.
- Demonstrate an understanding and use of culturally responsive practices.
- Requires the ability to maintain effective and professional relationships with patients and other members of the care team.
- The ability to effectively engage patients in a therapeutic relationship, when appropriate.
- The ability to work with patients by telephone or video platform, as well as in person.
- Knowledge of modern office practices, methods, procedures, and automated systems, with high level of competence in the use of personal computers.
- Competency in using Microsoft Office products, including Outlook, Word, Excel, and Power Point and in database programs.
- The ability to write routine reports and correspondence.
- The ability to speak effectively before groups of participants, as well as boards and employees of the organization.
- The ability to set and achieve challenging goals, demonstrate persistence and overcome obstacles.
- The ability to prioritize and plan work activities and use time efficiently.
- Requires strong organizational and communication skills.
- Requires excellent oral and written skills.
- Requires the ability to use judgment to plan and accomplish goals, to handle a variety of situations and conflicts.
- Requires the ability to work with people from diverse cultures, ethnic and socio-economic backgrounds with knowledge of Indian community and sensitivity to Indian needs.
- Must be able to respect and adhere to employer’s rules surrounding confidentiality, as well as applicable State and Federal laws.
WORKING CONDITIONS
- Requires working indoors in environmentally controlled conditions.
- Requires sitting 6-8 hours per day.
- Requires occasional driving to site offices or partnership reservations, some of which are in remote locations.
- Requires contact with others (face-to-face, by video conferencing, by telephone, via e-mail, or through correspondence).

- CTTP conducts a pre-employment criminal background check and drug test, and random or for-cause drug testing thereafter.
