The Employment Services Manager is responsible for directing the planning, development, implementation, and administration of the Substance Abuse and Career Development Coordinators. This position is responsible for advising company management and staff in employment matters, making or recommending appropriate decisions.
The Employment Services Manager is responsible for overseeing the Career Development and Substance Abuse programs. The Employment Services Manager creates and revises programs and develops policies and guidelines to ensure seamless team management, development, program delivery, quality control, data collection, and evaluation.
ESSENTIAL DUTIES & RESPONSIBILITIES
The essential functions include, but are not limited to the following:
- Plan, organize, and control all activities of the Substance Abuse and Career Development programs.
- Develop department goals, objectives, and systems.
- Participate in administrative staff meetings and attend other meetings as required.
- Make statistical and narrative reports on department performance.
- Carry out supervisory responsibilities in accordance with the organization’s policies and procedures and any applicable laws. Assign and direct work and appraise performance.
- Reward and discipline employees, address complaints, and resolve problems.
- Establish priorities, make assignments, and review the work of personnel within the Substance Abuse and Career Development programs.
- Manage and monitor work performance, including recommending final decisions on hiring and disciplinary actions, evaluating program work objectives and effectiveness, and realigning work and staffing assignments, as needed.
- Provide technical guidance to the Substance Abuse and Career Development staff regarding procedures and techniques.
- Coordinate all activities of the Employment Services Department.
- Monitor the effectiveness and results of the programming and plan adjustments.
- Research evidence based and best practice programs in order to improve current CTTP programs.

- Supervise Career Development and Substance Abuse staff.
- Develop and implement strategies that will maximize the synergies among employment areas.
- Plan and launch community events to support programs.
- Inform CTTP site staff of program adjustments and train staff when necessary.
- Oversee coordination of Employment Service Department staff collaboration with CTTP site staff to ensure the highest quality service.
- Review and approve time sheets and leave requests for the Substance Abuse and Career Development staff.
- Review and approve check requests and purchase orders for the Substance Abuse and Career Development programs.
- Review all Personnel Action Requests and Human Resource forms for the Substance Abuse and Career Development staff.
- Work closely with the Administration for Children and Families (ACF) to ensure program compliance and implementation of new rules.
- Attend and/or present at appropriate conferences and workshops to represent CTTP.
- Prepare clear, concise, and accurate records and reports.
- Maintain close communication with the CTTP Management Team and collaborate with other CTTP staff regularly.
- Interpret and explain regulations and policy directives.
- Explain complex rules and programs to CTTP Site Office personnel.
- Perform other duties as assigned.
KNOWLEDGE & SKILL REQUIREMENTS
- Bachelor’s degree in a related field plus three years related experience and/or training or a combination of education and experience.
- Current California driver’s license.
- Must have knowledge of laws, rules, and regulations governing eligibility determination for public assistance programs and related case administration techniques.
- Experience working with Tribal People helpful.
- Must have previous experience monitoring data, records, and charts
- Must have knowledge of modern office practices, methods, procedures, and automated systems, with high level of competence in the use of personal computers.
- Must have strong organizational and communication skills.
- Must have excellent oral and written skills.
- Must have the ability to use judgment to plan and accomplish goals, to handle a variety of situations and conflicts.
- Must have the ability to work with people from diverse cultures, ethnic and socio-economic backgrounds with knowledge of Indian community and sensitivity to Indian needs.
- Must be able to respect and adhere to employer’s rules surrounding confidentiality as well as applicable State and Federal laws. Violation of this major employment requirement could lead to immediate dismissal.

WORKING CONDITIONS
- Requires working indoors in environmentally controlled conditions.
- Requires sitting 6-8 hours per day.
- Requires occasional driving to site offices, some of which are in remote locations, which may require overnight stays with minimum notice.
